     Tbh that could've been a good thing.
     Local governments need to ensure this shit doesn't happen again, not steal money from people to cover up their failings. Positive reinforcement of them failing to ensure disasters don't occur in the first place doesn't improve accountability.
     
     You'd have to remove the blatant hypocrisy of trillions being printed and thrown around like confetti to get there though.
