You are many to ask what that "target/GPS" icon means in threads.
It simply displays the thread on the remote instance with the public API. So you can see all replies especially the ones not known by your instance.
If you interact on a reply, Fedilab will do everything in background so your instance will know that reply you are interacting with.

We picked up GPS icon because it targets a different place. It would need a custom icon though. -

For most of people this icon is "activate GPS and locate me". So it should be another icon (I don't know what).
