   NEW: In new suburbs, this Australian study showed that local bus services would only need to carry 8-9 passengers an hour for its societal benefits to outweigh the financial cost of running the bus.

   Too often we say that running a bus service “costs too much,” when in fact it costs too much to NOT run it.
