#Nitpicking: I would argue, that #Emacs, Nano, and Vim are predominantly TUI (terminual user interface) programs, not so much CLI (command line interface) 🙂 "Real" CLI editors are e.g. ed and sed. But then, Emacs and vim even have optional modern GUI nowadays 🤷
Anyway, I use Emacs in CLI mode, i.e. in a Makefile to create a manual page from #orgmode:
emacs --quick --batch --kill inputfile.org --eval "(require 'ox-man)" -f org-man-export-to-man
