   Ukraine first learned the details of the plan earlier this week, when Rustem Umerov, flew to Miami to meet with Steve Witkoff. Zelensky was disappointed by these negotiations.

   Witkoff and Yermak were supposed to meet in Turkey on November 19, but the meeting was canceled at the last minute.
