None of that changes the fact that when people are in trouble, they call the NCPD, who arrive on the scene to protect and serve to the best of their abilities.

In the story, the NCPD are presented as a positive force, but understaffed, underfunded, and constrained by Corpo interests.
The player receives missions to kill gang members, and in some cases.
