A sheriff doesn't write the laws, he enforces them. Makes sure they are implemented. If a Sheriff sat around all day making up new laws to interfere whereever he wanted we would recognize him as an incompetent asshole, and somebody would strip him of that job, and more people would investigate if he committed any crimes by doing things he is not authorized to do. And some abuses would be prosecuted. And the Sheriff was elected, but that does not make him divine.
