The three judge panel included Judge Jane Restani, a Ronald Reagan appointee, Gary Katzmann, a Barack Obama appointee and Timothy Reif, who was nominated by Trump in 2018, while serving as a senior advisor to Trump’s US trade representative, Robert Lighthizer.
