It's not got to do with the city but whether a company wants a captive workforce of cogs or not. When the company is expanding, initiative and creativity are valuable, but once it has saturated the market, the incentives reward conservative maneuvers. An employee that won't do anything too risky and definitely won't quit their job (because it means packing up and bolting) is exactly what a company that is internally conservative wants, which is why it's reflected in the data: https://h1bdata.info/topcompanies.php .
