The image is interlaced with the various articles across history where these often brutal dictators were once close US allies to serve a specific purpose. The article for Osama Bin Laden for example reads “Anti-Soviet warrior outs his army on the road for peace” as the headline, which is probably not something you'd describe Bin Laden or ISIS today. This image does not imply that Zelensky is a war criminal, it simply makes fun of the horrible tactic of the United States of seeing foreign powers as their allies as long as they let themselves be used.
