My experience suggests people fall into one of two groups: a. those who see forgiveness and mercy as an opportunity to do better b. those who see forgiveness and mercy as both license and incentive to do worse I'd guess 98% of those pardoned are in group b. And like children testing limits, they will find it necessary to see just how far their impunity extends. I'll set the o/u at 80
