   Answering the second question first, omg yes he has.

   To be fair, these grabs are from a performance where he'd just turned 19, and therefore you could say that his twinkness was peaking.

   (Actually it's possible that he was even twinkier during parts of the skz survival show, but that was filmed before he turned 18 so I'm not going to gather, um, evidence?? from that era)
