The International Court of Justice ruled that the Israeli occupation of Palestinian territory is illegal in not only its conduct, but also its very existence. As a violation of the legal right of self-determination of the Palestinian people, it must end as rapidly as possible. Most western countries continue to behave as if in denial about what this means for their own relations with Israel. They are legally required to take positive steps to bring Israel’s illegal presence to an end. A complete, general embargo of Israel is therefore required. The time is long overdue for all states to face up to Israel’s violations of fundamental legal obligations in maintaining its occupation. Legally, all states are required to act, &, in doing so, must be comprehensive in what they address.
