Most people have cars with A/C and it provides ample shade, living space and cooling for a person to live in. It's just a matter of making it comfortable for yourself.
You can then build off that with a rented truck or your own, go into town and start hauling things out to start building. It would cost less than $500 to build an adobe house for yourself.

The average human to survive needs .50-.75 of a gallon to survive a day. It costs practically nothing to haul 30 gallons in 10 gallon jugs of water in your car. Like $10 a month.
People pay less for their mcdonalds meal and spend $30 a day on food.
