Is this what you mean? I can disable Fullscreen and there's a Scale menu here, although 2x is the lowest option.
In case my setup affects this: you're seeing about 1/4 of my 32" 4K display and desktop, the background wallpaper is from Hollow Knight. 4070 Ti Super
