   If this is in the US and an issue with a bank, you could try the Consumer Financial Protection Bureau (https://www.consumerfinance.gov/)? If its civil forfeiture by a US fed/state/local government entity, then the Institute for Justice (https://ij.org/issues/private-property/civil-forfeiture/) is a probably a long-shot, but perhaps no harm in trying. One last thought is to check if a local news station has a consumer advocacy group that could help.
