What is it about the new ways of dividing numbers?

0771-236 587
0771-12 36 87
I am probably wrong about this but I thought that the old way was built upon how we use short time memory with numbers.
Plus the fact that there are just a few 3 number prefix in use and therefore we have them all stored in our long term memory. Thus we use close to zero short term memory to dial a known prefix.
So short memory only needed to store the 7 digit nmbr.
Now its just a mess.
