   Update: At the suggestion of @zkat I tried the "Personalize" button, which I had overlooked, and discovered it let me open the app without agreeing to telemetry. Now that I can launch it, it turns out"MyScript Calculator 2" is a pen integration app and in fact it's kind of awesome
