@Linux People are running code that performs part of the protocol. But it's still a problem.
At any rate, I updated the original post to clarify. As I said even in my original post, it's still not decentralized.
Yesterday (amongst other technics) I described a way to transform a diffing problem into a Longest-Increasing-Subsequence problem.
At least in this context its common to solve it using Patience Sort!
Keep an array of stacks, maintaining the cardgame-like invariant that only smaller values can be stacked upon larger values. Place each value in sequence upon the first stack with a larger head, keeping a pointer from this value to the head of the previous stack.

@WandererUber
I love the idea, that benches are the problem.
At least, there aren't any other people in cities, that might want to live in them, right?
"Lujan Grisham’s request for federal aid states that local 911 dispatch operations in Ruidoso are “non-operational” and are expected to continue being so for another month.
For now, phone calls made to 911 from Ruidoso are automatically routed to Otero County using a service called Lumen, and dispatchers from Otero call the Lincoln County Sheriff’s Office to perform any welfare checks.
“They have no phone reception up there, so more than likely, they’re using the radio,” Chapman said.
.. she said that cellular providers will need to assess the infrastructure to determine why reception was lost and fix the problem.
At this point, it’s unclear why cell service was lost."
