The industry not only misled municipal and state agencies to believe that plastic recycling was a viable solution to plastic waste but also discouraged them from pursuing other, more sustainable waste management strategies (e.g., waste reduction, reuse, bans, alternative materials) in favor of plastic recycling."

   Quote from this detailed and well-sourced report from Climate Integrity. Well worth reading and not as long as it looks. The main part of the report is 30 pages, most of which include various illustrations and up to 1/3 of the page given over to citations.
