   ONLY THE GOP IS CAPABLE OF DOLING OUT THE MONEY, RAISE IT BY TRILLIONS WITH RICH TAX BREAKS!

   AND YET, IT'S ONLY WHEN A DEMOCRAT POTUS IS IN OFFICE WHEN THERE HAS TO BE A CEILING?
