MEMORANDUM OPINION AND ORDER This matter is before the Court on Plaintiffs’ Motion for Temporary Restraining Order and Preliminary Injunction with Incorporated Memorandum of Law [Doc. 2], Plaintiffs’ Motion to Appear Telephonically or via Video Conference at the Hearing on Plaintiffs’ Motion for Temporary Restraining Order [Doc. 3], Defendant District Attorney Ryan K. Desmond’s Response [Doc. 10], and Plaintiffs’ Reply [Doc. 13]. For the reasons herein, the Court will grant Plaintiffs’ motion for a temporary restraining order.
