   A British man wrongly accused of rape two decades ago has lashed out at the UK justice system that tried to charge him for bed and board during 17 years in prison, despite his conviction being quashed last week.
   
   'I don’t think even the Chinese do that to their prisoners,' Andy Malkinson said, slamming the police and courts as 'kidnappers' for wrongfully arresting him.
   
   The Ministry of Justice have now decided to no longer charge those cleared of a wrongful conviction for having “saved living costs” during time served behind bars."
