Why is there no #Akkoma instance on which there are normal and round upload limits?

I've been active in the fediverse for around 2 years now.
And this is the first one I have seen, with a round upload limit.

Enlighten me please, why is this even so weird in the first place?
Is that just standard or is there confusion with the format? (bits/bytes)

@puniko @EpicKitty I mean, I've seen a lot of keys like yours too. But they are not the majority. At least in the places where I am usually.
