I genuinely believe that "anniversary of the late XYZ's birthday" is the proper way to recognize the birthday of the deceased.

"XYZ would have been ABC years old today" is deeply annoying. "Happy birthday XYZ (long mouldering and decayed)" is weird. Once you die you no longer have birthdays. You are dead. (I do miss you.)
