Residents of East Phillips - which is 76% people of color - asked to build the urban farm and community complex at the site instead. The council voted 7-6 in a restricted-access meeting to choose to go ahead with construction of a new public works building that would endanger local residents:

As no diesel or gasoline is allowed into the Gaza Strip, Palestinians have come up the successful idea of converting plastic into diesel and gasoline to be used for means of transportation.

In the west side of war-torn Gaza City, Unicorn Riot was given a tour of the makeshift processing center where plastic waste is melted into diesel.
