Extremely useful article. I would just add that for industrial policy to work we need to think about how to boost the information capacity of governments -- and, in liberal democracies, do so in a way that doesn't infringe on civil liberties. The other big concern is ofc political economy.

Or put differently — the hypothesis being: democracies don’t age well…
