But who is classified as a "potential terrorist?
A "shared understanding" was reached this year without democratic scrutiny. This left broad criteria for deciding who is a "potential terrorist or violent extremist threat".
The definition includes individuals categorised as:
• refugees and asylum seekers
• climate and environmental activists
Deportations: EU considers stepping up visa sanctions after Iraq and Gambia change policies
Member states are discussing the way ahead for the visa sanctions regime, which may see more threats levelled at third countries deemed insufficiently cooperative with EU deportations
