If you have a Republican Rep/Senator, CALL them. I called my MAGA Rep's office (succeeded Kevin McCarthy), & used the 5 calls app (highly recommend).

I found that Fong is like most R MOC, obfuscates & believes he's lawless; the recording was him, but he said to just call back, there was no indication it was VM enabled. I held for about 20 seconds, & hung up. I called back & left a message, it was only about 2 minutes, but enabled, bc it accepted my VM.
