@PNS this is slightly misleading. In WI we have Election Day voter registration at the polls. So if you have everyone on the voter rolls show up to vote, plus you have Election Day registrations, you get greater than 100% turnout, because those Election Day registrations were not on the original voter roll. We have it happen here regularly.
