@davetroy -- The one thing Moscow does NOT want to do is actually attempt to use a nuclear weapon.
They need major maintenance and upkeep and if you think that wasn't a major portion of the corruption in the Russian Military, you do not understand the level of corruption in Russia.
Attempting to use a weapon and having it FAIL will demonstrate this fact to the world.
The only thing Russia would be doing is confirming that they no longer have a nuclear deterrent.
