The government restricts your software and makes it proprietary even if you don't want it to be and you don't enforce your copyright; https://www.gnu.org/licenses/license-list.html#NoLicense

Your projects are source available, proprietary software and not "open source" by the "OSI"'s standard; https://opensource.org/osd (if you don't like these 10 requirements, you need to be able to provide a definition).
