I thought that too.
Now picture a one-meter cable with exactly one coil. Pick each end of the coil in one hand and pull them apart. The cable end will then be twisted by exactly one turn, unless/until you rotate one end between your fingers to compensate.
This twisting is prevented in over/under by *never* compensating, so that it gets twisted clockwise for one coil then counterclockwise for the next, which cancels out on uncoiling.
