@Bronwyn You absolutely can get decent PCs. Too much I don't know about your situation (which models, which seller, etc.) to be able to say how to go about it differently though. Macs have a good reputation for quality though, because they control everything and charge high prices. I won't say PCs are hit or miss overall, but they are not across the board as good as Macs. Some manufacturers are better than others. Some models are better than others. Some sellers are better than others. I've had really good experiences with my brand, but they don't do Windows at all (which you previously stated was something you wanted).
