This situation has proven that we need to rethink how we divide provinces into regions.
From Region I to Region IV (including CAR), the politicians got it right. But in Visayas, it's messed up.
They need to consider that Visayas is mainly composed of various islands, and redraw the Visayas regions with that in mind.
Or, another option is allowing sub-regional offices; sub-regional funds; sub-regional this and that. This way, what's happening in Negros wouldn't happen in other islands.
Or, we can overhaul the entire government division. Maybe by doing so, we can also minimise the potential corruption in the process. There are various existing ones we can review, maybe we can adapt them and mix.
While at it, we can also clear (or clean-up) the confusion between independent cities, independent component cities, component cities, etc. (It's confusing!)
Example, “Angeles City” is actually no longer part of the Province of Pampanga. It is independent. They don't receive funds from the Provincial government of Pampanga. The taxes from Angeles doesn't go to Pampanga. During elections, Angeles don't vote the Provincial level.
We're too stuck with the old ways and systems, we can improve so many and make things clearer and efficient.
