@matthew_d_green it doesn't seem to have anything to do with adtech, the CEO of the org that is doing these ads used to work for THORN which develops and sells child exploitation scanning technology to companies. They're probably just working to establish a permanent income flow by selling legally-mandated scanning tools to corporations.
