If you are on the pavement as a cyclist then it is your responsibility to slow down or use the side of the road to get by. People walking are not going to know where you are nor expect a bell to be ringing at them so they need to look to see where you are to figure out where to be. Where I am, you should be riding on the side of the road anyway unless there is a dedicated cycle lane.
