Federation is an XMPP *feature* not a _requirement_ for it to be a successful protocol that allows building services that make peoples' lives better (or corporations tons of money). This is really no different than the XEPs not all being implemented everywhere.

XMPP is insanely successful, just not in the way that makes you happiest.
