@kj00 He's probably making the case for rehab instead of prison for addicts. If so, I do agree...prison will not rehabilitate an addict, whereas rehab can.

On the other hand...public drug use is a public nuisance and a biohazard. Needles everywhere for instance is everyone's problem and leaving that shit around is a crime.

So then maybe some jail time, then mandatory rehab? Not sure. Addiction is a disease though and addiction itself is not a crime.
