By making it so difficult and time consuming to apply for benefits, #EDD increases the likelihood that people will:

* give up
* get another job, any job
* time out … applicants have to have worked a certain number of months within a recent time frame in order to be eligible
* become homeless, which leads to a completely different set of assistance programs
