   These populist shills ramp up toxic/divisive rhetoric, demonizing vulnerable populations with no solutions/ability to pay for those programs if they magically materialize (usually corporate).
   The ploy is to outsource to private groups (e.g. Cicero Institute in the USA - billionaire Joe Lonsdale). On the back end Cicero writes anti-homelessness model legislation.
   B.C.: Chip Wilson, Pacific Prosperity Network, "Vancouver Is Dying" copaganda.

     * “remove classroom material that instills guilt based on ethnicity, nationality or religion, focusing instead on uplifting students & helping them thrive”
     * i.e. schools couldn’t teach about residential schools, or internment of 22k Japanese Canadians during WWII
