     Depends on the city, county etc.

     Our town hires and employs their own roads people, parks people etc. Because the highways are Provincial THEY hire contractors.

     Okay, so...There are "people who are employed by the government"
     
     and "people who are employed by a company that is contracted by the government"
     
     Technically a contractor works "for the company" but often that company's only purpose is to get contracts from the government. So the employees of the company may erroneously say "I work for the government," which is "basically but not technically" correct. So if you really want to be pedantic, then no, a contractor doesn't "technically" work for the government, even though all their money and tasking comes from the government, with their company being a thin (or bloated, for large companies) passthrough of management.

     The entire point is that you said "i respect the audacity to ruin the government worker's day like that" and its so ridiculous because they're literally wasting your own money and it doesn't even matter if they're contractors or not (even tho you are factually wrong, they aren't). That's the real issue imo
