@VulpineAmethyst @dalias @marcan What if I patch SSH to only use ECB in my distro? Shouldn't I, as the distributor, be obligated to share the source of my modified SSH, so that my users know their SSH is not the same as the upstream version?

(For example it seems to, by a strict reading, allow just putting a WAF in front of the app to block access to the source that the modified program publishes. 🤦)
But making modification for non-personal use conditional on sharing the source with anyone who can interact with the executing program makes sense to me.

I don't think it's a freedom zero matter. It's a condition on preparation and copying of derived works, and it's not particularly odious. It's a limitation on freedom 1, but no more than the GPL itself is a limitation on freedom 3 (putting conditions on exercise of it).

But I don't think it's unreasonable that someone making free software might want to say "if you're, not as a private individual but as an organization or business, modifying my software for use as part of your operations where it interacts with the public, you need to disclose those modifications and allow them to obtain & use the modifications"...
