My pet idea (which is more self-soothing than realistic solution, but hey, I figure talking about it helps open the discourage) is to switch over to a Popular Filibuster: instead of the existing threshold, allow Senators representing 50% ••of the population• to block a bill. This provides for some of the double-checking and slow deliberation people claim to like about the filibuster, while also helping to safeguard against minority rule.
