   My university is blocking entries and exits to buildings — making it difficult or outright impossible for disabled students like me to access them — to install tactile paving. I don't understand why such work can't be executed in August — our winter break.

     could it be that they'd planned it for the winter break in july, but the break got postponed because of the strikes, and they failed to postpone the construction work to match? it would still be bad, by inaction, but not quite as horrible as being intentionally disruptive. not much of a consolation, I suppose :-(
