I disagree. imho there is no proof that the amount of harassment would increase in relation to the amount of currently active users. Actually i would even go so far and say it would not change the ratio.
Full-text searches inside the fediverse do exists for years, just not for mastodon. And yes, usually they do respect the flag which one can set in their profile.
Oh and yes, i would love to have more fine grained ways to block people/servers.-

I see no reason why full-text search can't happen so long as it’s an opt-in feature.
What will actually help prevent harassment is, as always, a continued focus on moderation and moderation tools.
