@inthehands @JessTheUnstill The Council of the European Union (very roughly our analogue to the US Senate) has adopted a similar scheme:
Passing a bill by Qualified Majority requires that the supporting Council members represent 55% of the member states, and 65% of the population.
(The original proposal called for >50% of the member states and >50% of the population, but that was watered down as it would have given too much of an advantage to the bigger countries)
