After the Draft Riots, the federal government conducted an investigation. John Urhardt Andrews, a Virginia Lawyer and Peace Democrat, was arrested for delivering an anti-draft speech outside the Draft Office on July 16, 1863.
A federal grand jury indicted John Andrews on charges of treason, conspiracy to wage war against the United States, inciting rebellion and insurrection, resisting the draft, and counseling and aiding draft resistance.
