The info I have is that Russia and Ukraine had signed an understanding and were about to sign the peace deal when Zelensky backed away due to pressure from the UK and US.
Also, NATO has been moving east towards Russias borders since the end of the cold war although there was an agreement with Russia that they would not. Ukraine's neutrality was always a red line for Russia.
