Oh, there is A LOT of discussion here in military JAG and professional ethics circles, and among anybody involved in International Humanitarian Law (IHL).<\/p>

We're just in a position (literally unique in the 40 years since my commissioning) of having (1) the Pentagon (a) not involved in that discussion & (b) intent on tracking down and punishing those who are, (2) the federal government actively covering it up rather than investigating it or presenting any coherent rationale to defend its actions,* and (3) POTUS and SecDef ACTIVELY AND OPENLY NOT GIVING A SHIT if it's a war crime.<\/p>

* Note: It IS actually permissible under the Law of Armed Conflict to attack \"dual use\" civilian infrastructure if it is also instumental in the enemy's ability to fight and win, PROPORTINATELY TO that legitimate military value. But all of this is normally investigated and debated transparently (cf.
